A 15 million international Kayaking course to be built at Sagana rapids.

Investors are set to start an ambitious 15 million kayaking course at Sagana rapids along Sagana river.Reliable sources indicates that the entrepreneurs are targeting to host European teams who are in constant search for practice sessions during the winter season when most of their rivers are frozen.

The course will come with a river stadium that will enable the specttors watch the sport in comfort.

The Demarcation of the 300m long site has already started with consturction expected to start early 2014 and end in May the same year.
This project is expected to increase revenue from Mt.Kenya tourism circuit in sports tourism,at the same time creating employment to residents of Murang'a and Kirinyaga county.

A. Head of Internal Audit

Job Group: Q
Terms of Service: Contract
Reporting to the County Governor, the Officer will be Head of the Internal Audit Unit and will be responsible for ensuring the efficient management of Internal Audit Services in the County.
 
Duties and Responsibilities
  • Initiating and formulating Internal Audit Policies and regulations
  • Plan, organize, direct, coordinate and control of internal audit services
  • Executing proposals to integrate ICT into viable Internal Audit operations
  • Developing new initiatives aimed at improving Internal Audit operational efficiencies
  • Analyzing the impact of Internal Audit policies and regulations

Key Requirements for Appointment:
  • Be a Kenyan citizen
  • Have a Bachelor of Commerce (Finance, Accounting and Business Administration), Economics Degree or its equivalent.
  • Possession of post-graduate qualification will be an added advantage.
  • Be registered with the Institute of Certified Public Accountants of Kenya (ICPAK) and in good standing.
  • Have relevant knowledge and experience of not less than five (6) years in Public Service or the private sector.

B. Head of Budget

Terms of Service: Contract
Reporting to the County Chief Officer, Finance, Economic Planning and Marketing the Officer will be Head of the Budgetary Supply Unit and will be responsible for ensuring the efficient management of Budget Expenditure Services in the County.
Duties and Responsibilities:
  • Consolidating and prioritizing of areas for allocation of Pubic resources for the county.
  • Identifying programmes at the county level by consolidating programmes at the sub county levels for inclusion in the project based budget.
  • Issuing guidelines on the budget process to be followed by all County Government entities.
  • Preparing and submitting the County Fiscal Strategy Paper (CFSP) in line with the national objectives in the budget policy strategy to the County Executive Committee.
  • Consolidating and rationalizing budget proposals from all Departments.
  • Preparing and submitting the County Budget Review outlook paper to the County Executive Committee.
  • Publishing and Publicizing the County Budget Outlook Paper.
  • Preparing the annual and revised estimates for presentation to the County Assembly.
  • Preparing relevant Bills for submission to the County Assembly.
  • Dealing with County Assembly Questions and issues pertaining to expenditure, monitoring and control.
  • Advising the County Treasury on Budget Management and Assessing the risks involved in new and existing budget policies.
  • Reviews operating budgets periodically to analyze trends affecting budget needs
  • Consults with unit heads to ensure adjustments are made in accordance with program changes in order to facilitate long-term planning.
  • Directs compilation of data based on statistical studies and analyses of past and current years to prepare budgets and to justify funds requested.
  • Prepares comparative analyses of operating programs by analyzing costs in relation to services performed during previous fiscal years and submits reports
  • Providing leadership in budget management in the County.
Key Requirements for Appointment:
  • Be a Kenyan citizen
  • Have a Bachelor of Commerce (Finance, Accounting and Business Administration), Economics Degree or its equivalent from a university recognized in Kenya.
  • Possession of post-graduate qualification will be an added advantage
  • Be registered with the Institute of Certified Public Accountants of Kenya (ICPAK) and in good standing.
  • Be able to demonstrate familiarity with Public Financial Management and Accounting systems

The holder of the position is responsible for:
Planning and co-ordination of supplies management services;
Enforcement of Government procurement regulations, systems and procedures;
Preparation of supplies estimates of expenditure and control of Vote;
Initiation of policy, review and updating of existing regulations, supplies management instructions, inspection, training and development of the supplies personnel.
Requirement for Appointment:
Bachelors Degree in Procurement; OR
Bachelors degree in Economics, Commerce, Business Administration or equivalent with postgraduate qualification in Procurement/Supplies Management
Demonstrable knowledge and experience in procurement management in the public sector.

The County Assembly Service Board of Embu invites applications from suitably qualified Kenya citizens to fill the following vacant position:
Security Wardens- CABE 4
(4 POSTS)
Duties and responsibilities
Allocation of mail to Members’ Pigeon hole
Booking of visitors/guests at the entrances.
Issuance of entry badges.
Screening of strangers.
Storage of strangers’ baggage.
Prevent removal of institutional property without proper and authorized documentation.
Handling of telephone services
Control of vehicular traffic/parking.
Patrolling of offices cark lounges etc.
Perform security night duties.
Requirements for Appointment
Be in possession of Kenya Certificate of Secondary Education grade D+ or its equivalent;
Be in possession of a Paramilitary Training Certificate. Applicants who have served satisfactorily in the  uniformed service will have an added advantage
Have a First Aid certificate
